The prevention and eco-design plan
Not only a requirement, but a business opportunity!
Under the anti-waste and circularity law (AGEC), companies placing products on the market subject to Extended Producer Responsibility (EPR) must develop a prevention and eco-design plan. Valobat provides numerous tools and documents to help its members comply and turn this requirement into a genuine business opportunity.
What are prevention and eco-design plans?
The notion of a “prevention and eco-design plan” first appeared in February 2020 in Article L 541-10-12 of the AGEC law: “Every producer is required to draw up and implement a prevention and eco-design plan with the objective of reducing the use of non-renewable resources, increasing the use of recycled materials, and increasing the recyclability of its products in treatment facilities located within France.“
This deliverable requires EPR-obligated market players to outline the concrete measures they are adopting to drive eco-design improvements across their operations.
Who is affected by this regulation?
All Valobat members (manufacturers, distributors, own-brand sellers, distance sellers) are subject to this requirement, across all revelant EPR streams (Construction Products and Materials from the Building sector, Furniture, and/or DIY and Gardening items).
The plan must define prevention and eco-design objectives and actions the producer will implement over the next five years. Your prevention and eco-design plan must be revised at least every five years.

Submission deadline
What is the submission deadline for my prevention and eco-design plan?
The first submission campaign closed on July 11, 2025, but there is still time to submit your prevention and eco-design plan to meet the regulations and show your commitment to the environment.
Warning: Pursuant to Article L.541-9-5 of the Environmental Code, producers who fail to meet their legal obligations face administrative penalties from the relevant authorities.
