Valobat’s missions: How we implement the building EPR scheme
The February 10, 2020 law on waste and circular economy (AGEC)’s Extended Producer Responsibility (EPR) scheme for building waste has been effective since January 1, 2022. EPR schemesrequire companies that sell or import waste-generating products, components and materials to ensure the prevention and management of this waste.
This led to our firm commitment to “provide a solution for every type of building waste and for every stakeholder in the industry.” As a PRO, we have 4 main missions:
- Manage the end-of-life of building waste, furniture components (DEA) and DIY and gardening items (ABJ) for every one of our members.
- Offer useful and suitable collection points to all holders of PMCB, DEA and ABJ waste, recovering all separately collected waste streams free of charge.
- Create value by developing waste recovery channels from construction sites
- Encourage positive change among everyone in the building sector

From top leaders to small businesses, Valobat strives to meet the needs of all market operators, not only to help them meet their legal obligations, but also to improve circularity and lower carbon emissions in the industry.
In addition to market operators—manufacturers, importers and distributors—Valobat supports everyone in the construction recycling value chain. Project owners, project managers, construction companies, dismantlers, local authorities, DIY enthusiasts, waste managers and manufacturers. We do everything possible to facilitate construction site waste management, by offering quality services to waste holders at collection points and at local public waste centres with which we work.
Because the territorial dimension is fundamental (transport, logistics, collection, waste consolidation, outlets), we aim to create local solutions, working closely with local authorities, craftspeople and waste management professionals.

Going further: Our commitment to develop closed loops
Beyond facilitated, efficient and organized end-of-life waste management, our ambition is to be a part of maximizing circularity in the building sector.
Products and materials used for construction that reach end-of-life become waste: we wish to turn them into resources for building sector stakeholders. If properly sorted and collected, this waste can be transformed into directly reusable secondary raw materials, thus re-entering the market, for construction or renovation, for example.
Products and materials thus remain in a closed loop, at a national or even local scale, providing numerous benefits:
- improving resource management and limiting waste,
- a more efficient product life cycle (design, production, consumption, end-of-life)
- and creating value in our territories at industrial, economic, social and environmental levels.
The values behind each of Valobat’s actions
As a multi-material PRO for Building Construction Products and Materials (PMCB), Furniture Components (DEA) and DIY and Garden Items (ABJ), Valobat aims to unite all sector stakeholders and offer a comprehensive and adapted solution for managing building waste, in order to collectively establish a circular building industry.
