Valobat, a plural and inclusive governance

Governance open to all producers

Valobat is based on a governance model open to the diversity of building sector stakeholders and their combined experience. The 51 members are pioneers in establishing recycling channels: they share the vision of ensuring their actions are sustainable, while preserving the environment and natural resources.

It is therefore natural that they organized themselves to create Valobat and respond, as a multi-material eco-organization, to the implementation of an Extended Producer Responsibility (ERP) scheme for products and materials in the building sector.

While the structure was initially implemented by a limited group of building sector stakeholders, Valobat believes in the strength of numbers and complementarity: the objective is to include all relevant companies and stakeholders in the building sector. Regardless of their size, recycling experience, or level of environmental commitment, all producers—whether manufacturers, distributors, or introducers/importers—can get involved and contribute to building a collective that reflects the plurality and richness of construction product and material manufacturers.

With the diversification of Valobat’s activities toward furniture elements and DIY and garden products, Valobat’s members wish to develop the eco-organization to make it an eco-organization that addresses all the challenges facing building sector stakeholders.

A structure organized around 11 sector committees to optimize flows and costs

The Building ERP has defined the scope of products covered. Valobat has organized itself to group these products into 9 categories, called sector committees. A sector committee includes products or materials that share the same market placement logic and/or waste management organization. These 9 product sectors are represented on Valobat’s board of directors.

  • Construction metals: metal cladding, siding and framing, piping, sandwich panels, gates…
  • Equipment metals: hardware, plumbing fixtures, cables…
  • Wood: flooring, framing, panels, siding…
  • Joinery, glazed partitions and related products
  • Plaster and mortar
  • Floor coverings: PVC, textile-based, non-woven or geotextiles
  • Inert materials: terracotta, raw earth, cement, stone, ceramic, slate, aggregates, concrete…
  • Rigid plastics, membranes and plastic insulation found in polypropylene or PVC piping, EPS or XPS insulation, resins and polyurethane membranes, bitumen-based products, or in swimming pool applications…
  • Mineral wool products: glass wool, rock wool…
To these 9 committees, 2 new additions have been made: the FEA and DBG sector committees, which complete the system while ensuring the necessary separation between ERP schemes.

Strong governance, with both a comprehensive and differentiated approach

Chaired by Hervé de Maistre, Valobat has independent directors, members and associates, representative of the different product sectors covered by the CBPW ERP. This organization enables management of the complexity of the scheme and simplification of service to waste holders, while maintaining a comprehensive view of the challenges of implementing circularity in the building sector.

The stakeholder committee

In accordance with Section I of Article L. 541-10 of the Environmental Code, Valobat has created a stakeholder committee for the CBPW scheme. It is composed of 4 groups corresponding to representatives of producers, waste prevention and management operators, local authorities, and representatives of environmental protection and consumer defense associations:

Depending on the topics, the stakeholder committee is consulted for advice or informed.

The stakeholder committees for the FEA and DBG schemes will be created within 2 months of obtaining approval.
