Simplified reporting for Building industry market players
In accordance with the provisions of Article R541-119 of the Environmental Code,
Valobat offers simplified reporting for producers placing small quantities of construction products and materials on the market, based on turnover or the annual tonnage of products and materials placed on the market.
A minimum collection fee of 70 Euros applies to cover Valobat’s administrative costs. Members eligible for the simplified scheme may choose to use the general declaration scheme.
Valobat will ensure that the lump sum covers the costs of Building waste management, in the interest of fairness among market players.
Case 1: Your turnover does not exceed 2 Million Euros
Members whose turnover is less than 2 Million Euros are eligible to use the simplified scheme. The amount of the eco-contribution is proportional to turnover: between 0.06% and 0.87% depending on the sector of activity.
Case 2: You place less than 100 tonnes of products on the market
Members who place less than 100 tonnes of products on the market are eligible for the simplified tonnage-based scheme. Product declaration is divided into 4 product lines based on the following scale:

Market players of DIY and Garden Items may choose the simplified reporting scheme.
Conditions:
- For companies placing small volumes of DIY and Gardening Items on the market
- Annual market placements must represent less than 10,000 product units, for a total volume of less than 15 tonnes.
How can I take advantage of this reporting method?
If you choose the simplified reporting scheme, you must declare the number of product units placed on the market by weight range. Find the ranges and associated rates for the year 2025 in the following table:
Note: A minimum fee of €70 applies to cover Valobat’s administrative costs.
It is not possible to split products between the two declaration schemes.

The simplified reporting scheme for furniture component market players
Market players of Furniture Components have had the option of simplified reporting since January 2025.
Conditions:
- For companies placing small volumes of Furniture components on the market
- Annual market placements must represent less than 1000 pieces, for a total volume of less than 15 tonnes.
How can I take advantage of this reporting method?
If you choose simplified reporting, the declaration of the number of product units placed on the market must be organised by product typology. Find them in the following table:
Note: A minimum fee of €70 applies to cover Valobat’s administrative costs.
However, it is not possible to split products between the two reporting schemes. Only individually-sold textile decorative items, such as carpets and curtain rods, can be reported under the simplified scheme (event carpeting, sheer/curtains, and acoustic panels are excluded). Custom-made items are also excluded.
